The USDA lists 63°C with a three-minute rest as the safe minimum for whole cuts like steaks. Rare and medium rare both fall below that mark. On an intact, non-mechanically tenderized steak, contamination is generally concentrated on the surface rather than distributed throughout the meat, so searing every outer side reduces the risk. It does not, however, replace the USDA temperature recommendation.
